I understand that the funding does not allow funding for a contract service, but I was curious about partnerships. Can two organizations combine efforts and submit a proposal? That would require a prime awardee and a sub-awardee.

Does the Second Chance Initiative focus on ex-offenders or persons with felony records? Second Chance is a name used in reentry proposals, but when I examined the RFP, I didn't find a reference to persons with felony records. It appears to be directed at screening a general population.

In relation to the desire to work in conjunction with Workforce Development/JDFS, what are the number of referrals an agency could expect since this is a pilot? That would be imperative to understand the referral base.

Contracting with the ADAMHS Board requires one agency to serve as the fiscal agent. If in the partnership, the “sub-awardee” receives funding from the fiscal agent’s contract, this constitutes a subcontract which is unallowable with this funding opportunity.

Does the Second Chance Initiative focus on ex-offenders or persons with felony records? Second Chance is a name used in reentry proposals, but when I examined the RFP, I didn't find a reference to persons with felony records. It appears to be directed at screening a general population.
This funding opportunity does not specifically target ex-offenders. The concept is that if someone is struggling to obtain, or keep, a job because of substance abuse or mental health issues, this project will give them a "second chance." This project will specifically target the general population of individuals receiving services through the Workforce Development Division at JFS.

In relation to the desire to work in conjunction with Workforce Development/JDFS, what are the number of referrals an agency could expect since this is a pilot? That would be imperative to understand the referral base.
The potential population that would be eligible to receive services under this funding contract far exceeds the amount of funding available. As such, we ask that bidders tell us the number of people that they propose, and have the capacity, to provide services to based on the funding range identified in the RFP. Once a funding contract is awarded, the provider will work closely with the ADAMHS Board and the Workforce Development Division at the Department of Job & Family Services to identify the appropriate individuals that will be targeted for services.

The mandatory SBIRT training will be provided free-of-charge to all organizations that receive an award under this funding opportunity. The prevention curricula should be added to your proposed budget as an operating expense.

From the workforce development piece what is their commitment to an individual who has the brief intervention and employment?
There are a variety of different services that are offered to individuals who become involved in the Dayton Job Center and through the Workforce Development Division of the Department of Job & Family Services. Information about these services can be found by going to
http://www.thejobcenter.org/. Individuals participating in the Second Chance Initiative will continue to receive the same services that are currently provided to them through the Dayton Job Center throughout their participation in the Second Chance Initiative.

How
would the money be allocated to the organization awarded the contract?
All providers awarded under this funding opportunity will be required to enter into an agreement outlining the purchase of service(s) and specifying the terms under which the funds will be reimbursed. This agreement will be negotiated upon the notification of award. It is anticipated that start-up funds will be granted to allow the provider(s) the opportunity to receive the mandatory training and fidelity review checks. Once this mandate has been met, money will be allocated via a reimbursement of services performed for the Second Chance Initiative.

Is there a minimum licensure that is required to just do the screening piece to SBIRT within this type of project?
No, there is no minimum licensure required to conduct screenings as a part of the SBIRT service within the Second Chance Initiative.
